One person's "cudgel" is another person's "outspoken leadership." From Tues. nite & from my/Jeffrey's 1987 PCR Rpt (thanks, Bernard for mentioning it -- tho some luv to denigrate it):"More than for any other department, for police "PUBLI CONFIDENCE" is a critical end in and of itself. … It isn’t easy to define the Police Commissioner role. They must appoint a top-quality Chief, then rely on her for guidance. But, as elected representatives of the COMMUNITY's fundamental values, they can’t abdicate policy responsibilities by delegating excessive authority to the Department"… Or now, (sorry Mel) ... to the Town Admin’r!’

Respectfully, Ann doesn't get that Police Dept ain't the same as others, for the reasons CTOC excluded it - & TCO -- from their ultimately unsuccessful TM proposal to give T/A hiring leeway like School Supts; & the "screening panel" was hand-picked, for very smart people, but who have 0 police expertise & (I believe) minimal morale/depatures concern. AND while police morale's bad elsewhere, ours is mostly self-inflicted.

Whereas the Town Administrator has recommended an out-of-state Police Chief candidate for consideration for appointment by the Select Board;Whereas morale in BPD has been a major concern in the past few years;Whereas BPD has been losing officers to other jurisdictions;Whereas there has been increasing difficulty in attracting new officers to BPD;Whereas there is significant value in promoting internal candidates as a way of acknowledging and rewarding a qualified candidate’s years of dedicated service to Brookline;Now therefore be it resolved:That the Advisory Committee urge the Select Board to delay its vote and that they and the Town Administrator consider and give greater weight to the above considerations when evaluating and advancing any BPD applicants for the position of Police Chief.
